In both the preceding documents cited (and in the discussions of them at meetings of the Joint Intelligence SubCommittee) allusion had been made to the fact that in England (and presumably in America also) Enemy Documents, once they had been taken over for use by a Public Department (whether Service or Civilian) must almost certainly be regarded as part of the working papers of that Department and as such subject to the Legislation governing the disposal of Documents of that nature: in England the Public Record Office Act of 1838 and subsequent Orders in Council; which places them in the Charge and Superintendence of the Master of the Rolls.
