The Air Ministry is in possession of a captured German document in the form of notes written by a captured Russian officer, General Bessanov, on suggestions for political warfare against the Russians, and containing plans for military action in support of this policy. The papers were written for Goering, but there is no indication of their having reached him. 2. I have evidence from two other sources that General Bessanov's opinion on these subjects is worth consideration, though I am not very impressed with the documents themselves, and I do not consider that they are worth reproducing and circulating at this stage.
