Repeated to Manila TOP SECRET My telegram No. 1025 Although the Philippines are outside the area of the Defence and Co-Ordination Committee here, I submit that the appointment of a Service Attache at Manila should also be considered in order to service joint intelligence organisations in Singapore and Australia. Seen from here such an appointment would be useful but You may feel the Australian Commonwealth Government should be sounded on the possibility of appointing an Australian Service Attache to the Australian representative in the Philippines instead of appointing a U.K.
