Attached herewith are the O.N.I.'s comparison of figures on J.I.C. (46) 65 (0). It is pointed out that these are the first comparison of figures received from O.N.I., and that they are expected to be forthcoming regularly. O.N.I. have a separate section working on Russia and their estimates are at variance to the U.S. Army estimates. As to their comments, it is not thought that their grading of A.1 is used in its strictest sense.
