LIEUT-COLONEL TRUSCOE said he foresaw no difficulty in scientists being permitted to go to other countries on a reciprocal basis as part of their normally accepted practice. These scientists would be employed in some form of work in the country concerned and not beer Diplomatic status. Most countries would accept such a case; on the other hand, there would be little advantage in having scientists as attachés in countries who would not accept it. Moreover, a scientist employed purely on intelligence work would, of necessity, soon cease to command full confidence in up-to-date scientific matters.
