Classification and Disclosure to Foreign Governments of C.I.O.S./B.I.O.S. Reports

(ii) A direction that in future B.I.O.S. accession lists should be compiled in three editions, the first SECRET and above, which can be shown to Category A nations, the second CONFIDENTIAL and RESTRICTED to be shown to Category B nations, and the third UNCLASSIFIED. The three editions together would form a complete (not graded SECRET or above). These lists could then be distributed in accordance with the ruling of the Chiefs of Staff on the Disclosure of Information to Foreign Governments, which would also govern the release of the actual reports themselves.
