Reference my 472 of 19th July. 1. (CAB corrupt group) has now approved in principle of the creation of a Joint Intelligence Bureau. 2. Defence Committee are being instructed to submit detailed proposal showing organisation, establishment and estimate of costs. Further details are being forwarded by bag. 3. It would appear that Singapore Authorities can now plan tentatively to hand over material and equipment in October as they desire.
