(1) to item 'Reports in Hand') it is not really a matter for the Security Service to advise on the safe distribution of Top Secret papers to Diplomatic Missions abroad. Our views on other distribution overseas are that the paper should be sent to SIME and SIFE. We would like to make it a condition that for all overseas recipients the first Appendix "Russian use of Diplomatic Privilege and Missions for subversive Purposes" should be burned after it has been read.
