TOP SECRET RUSSIAN ENTICEMENT OF GERMAN SCIENTISTS AND TECHNICIANS. 1. J.I.C. (C.C.G) have, in their paper J.I.C.(C.C.G) 46/10 (Final) of 24 May 1946, (circulated as J.I.C.(46)51(0)), presented strongly worded arguments for a reconsideration of current policy for the control of German scientists and technicians, on the basic grounds that both the Russians and the French are enticing such personnel to their Zones to work for them in their particular scientific or technical spheres. The relevant factors of the problem are clearly and briefly stated in para.
