DRAFT TOP SECRET May, 1946. S.O.E. OPERATIONAL PLANNING The Joint Intelligence Sub-Committee and the Joint Planning Staff, to whom your letter C/172 dated 28th March, 1946, was referred, have jointly considered your request for guidance, for planning purposes, regarding the priorities of countries where special operations are most likely to be required in accordance with the directive issued by the Chiefs of Staff (C.O.S.(46) 50 (0)). 2. They have considered the strategic importance of particular countries against the general background of a report by the Joint Planning Staff on the Strategic Position of the British Commonwealth (J.P.(46) 45 (Revised Final)), and, therefore, place countries considered as "protective areas" on the highest priority.
