German Cryptographic Success Against British Codes and Cyphers: Extension of Investigation

4. In order to obtain a complete picture of the German cryptographic attack against British communications it is considered essential that we should know how the material supplied by the German cryptographers was used and how the German Directing Staff assessed its value. There were six separate cryptographic bureaus working on British systems and interrogation of the technicians reveals that there was very little real co-ordination at a working level. The results of their efforts, however, must have been passed to highest authority and it seems reasonable to suppose that there must have been some general direction as to policy and allocation of manpower for this work.
