-26. The Admiralty instructions on this subject apply to Civil Officers serving under the Admiralty but other civilians employed by the Service Departments are governed by the general Civil Service rule which in substance provides that Heads of Departments will decide whether an alien may be employed by, or reside with, a member of their staff, and that particulars of the alien concerned will be referred to the Home Office to ascertain whether or not there are adverse records. 7.
