FROM FOREIGN OFFICE TO BRITISH DELEGATION, ATLANTIC CITY No. 33 D. 4.30 a.m. 27th November, 1943 26th November, 1943 IMPORTANT Washington telegram No. 117 Relief (of November 8th: use of neutral resources for relief). We consider that the most effective way to make a start on harnessing neutral resources will be to bring the neutral countries into close relations with UNRRA and indeed if possible admit them to membership on certain conditions. 2. Association with UNRRA will assist in the desirable process of tying them up increasingly with the whole Combined Board nexus as regards their purchases and ensure the co-ordinated use of their resources.
