TOP SECRET 3. MEASURES TO ENCOURAGE DEFECTION OF MEMBERS OF THE SOVIET ARMED FORCES IN GERMANY AND AUSTRIA (Previous reference: J.I.C.(53)92nd Meeting, Minute 1) MR. DEAN referred to an earlier meeting+ of the Committee at which the distribution of unattributable leaflets directly inciting members of the Soviet Armed Forces to defect had been discussed. In August, 1952, the Information Research Department of the Foreign Office had, with the approval of the U.K. High Commissioner in Germany, included direct incitement themes in the unattributable leaflets produced by them.
