SECRECY OF OPERATIONAL MOVES IN PEACETIME (Previous reference: J.I.C.(53)108th Meeting, Minute 7) THE COMMITTEE considered a draft reportø, prepared by the Joint Intelligence Staff on 'Secrecy of Operational Moves in Peacetime'. In discussion the following points were made:(a) The need for the longest possible warning of outbreaks of trouble of the nature envisaged in the report was stressed. (b) The risk of the successful use of a cover plan leading to reduced cooperation by the Press thereafter was a factor to be considered before putting such a plan into effect.
