SECRET GUARD SECRET Indo-China MAJOR GENERAL BOUCHER stressed that the recent French operations in Indo-China had, by seizing the initiative, prevented any further major action by the Viet Minh so far. It was impossible to determine yet whether the present lull was related to recently reported advances by Ho Chi Minh to the French Government for a negotiated settlement of the Indo-China war. THE COMMITTEE:(1) Agreed that there were no indications of Soviet military aggression. (2) Agreed that tension in Trieste had diminished and that there had been no significant change in the military situation.
