GUARD SECRET civilians and uniformed personnel having regular and constant access to the Top secret category must be positively vetted. The Working Party have now recommended that positive vetting in the atomic energy field should apply only to Service personnel having access to Top Secret information. It seemed that a further examination of all the positive vetting rules ought to be made, perhaps in conjunction with the Atomic Energy Official Committee, in order to ensure that no anomalies existed.
