SECRET In discussion it was pointed out that the early stages of a conflict were most important and that the U.S. must also encypher meteorological information or the value of cyphering would be lost. It was felt that the political and civil considerations referred to by the U.K. member should be emphasised with regard to the danger of air attacks on civilian populations and the resultant political repercussions. After further discussion THE COMMITTEE endorsed the views of the U.K. member of the Meteorological Committee, and agreed that the CAN-UK-US J.C.E.C.
