GUARD CONFIDENTIAL 3. BRITISH GUIANA MR. CARSTAIRS made a statement on British Guiana and on the general question of possible trouble in the Colonial territories. In discussion the following points were made:(a) (b) (c) (d) (e) The Colonies were not an intelligence target as such at the moment. Nevertheless the Service Directors of Intelligence had a responsibility for warning their respective Chief of Staff of any developments anywhere in the world which were likely to affect their Services, particularly those likely to involve military movements.
