He knew, however, that the Director of Military Intelligence would like an opportunity to consider the whole matter further, and he therefore proposed that, as a first step, the Foreign Office should be invited to include conclusions in their draft report on the lines of those included in the report by the Working Party, and such recommendations as emerged from the Committee's discussion, for further consideration by the Committee.
