TOP SECRET sure exactly what the Committee wished to be covered. They had already given much thought to this and the main difficulty which emerg was that a general announcement might lead to an embarrassing influx of refugees who would not qualify to be dealt with as defectors. The Home Secretary was willing to grant political asylum only where a foreigner arriving in the United Kingdom was faced with the alternative of return to a country where he would be liable to political victimisation. It did not extend to those who had already succeeded in entering a country of refuge.
