COLONEL WILLIAMS said that a new classification of this kind could only be applied as a result of joint decisions made by Departments and the Middle East authorities directly concerned. After further discussion the Committee agreed that, in answer to paragraph 2 of the telegramø from the B.D.C.C. (Middle East), the word "Classified" should be taken to refer to any document or equipment classified higher than "CONFIDENTIAL".
