SECRET MR. HOLLIS said that the operation of the reciprocal Russian and Czech air lines envisaged would provide one more opportunity for undesirable British subjects to leave the country without the knowledge of the authorities, and would also create a further channel for the smuggling of certain strategic materials such as industrial diamonds. He reminded the Committee that it was not necessary for a British subject to be in possession of a passport before he left this country, provided he could arrange for his transportation without one, and unless there was a charge outstanding against such a person there was nothing the authorities could do to prevent him from going.
