SECRET MR. CAREY FOSTER said that, in his view, the problem was really one of deciding how much intelligence was at stake. He felt that the next step should be to ask the committee on the Security of Economic and Industrial Information to consider whether there was in fact economic and industrial information transmitted by firms which should be protected. He also thought the S.E.I. Committee might be asked to arrange discussions with the firms already listed by Departments. Should these discussions lead to practical measures, then the Joint Intelligence Committee could give advice on the security problems involved in the actual provision of cyphers.
