GUARD TOP SECRET GENERAL TEMPLER then said that the state of security in some of the Colonial Government Offices with which he dealt was deplorable, and he expressed the opinion that a very strong directive on security should be issued by the Colonial Office to all Colonial Governors. Finally he informed the Committee that the present state of efficiency of the intelligence organisation in Malaya was due primarily to the fact that all the intelligence agencies were working, so for as the coordination, if not the execution, of their work was concerned, under a single Director of Intelligence.
