TOP SECRET It was also agreed that the report should be forwarded to the Defence Research Policy Committee under a cover note which should include a reference to the Russian capacity for copying and developing Western equipment, and to the corollary that every effort should be made to prevent such equipment becoming available to the Russians. THE COMMITTEE:(1) Approved the report as amended in discussion. (2) Instructed the Secretary to forward the report to the Defence Research Policy Committee under a cover note on the lines agreed in discussion.
