CONFIDENTIAL MR. KING said the the Foreign Office agreed with t proposed terms of reference subject to minor amendment. As regards the account required of the developments which have led up to the present state of tension, he suggested that this should start with the troubles which arose in 1948. BRIGADIER JOHNSTONE suggested that the terms of reference should cover the likelihood of war breaking out between the two States. CAPTAIN HILKEN said that, whilst this would not affect the terms of reference, the report should refer to the United Nations Resolution enjoining both sides to keep the peace.
