THE COMMITTEE had before them a minute by the Secretary+ covering a letter from the Commander, British Intelligence Organisation, Germany, reporting that he was preparing for the Commanders-in-Chief, Germany, a paper setting out thoughts on Russian conduct of war, in order that they might be able to consider plans for different eventualities: in his letter, General Kirkman set out his preliminary thoughts and indicated those points an which he would like further advice.
