CONFIDENTIAL in the light of that produced by agencies outside Germany and by those agencies assumed to remain there in the light of agreed priorities, we could then decide what additional intelligence was vital to our defence, who could provide it. and how much it would cost to collect, collate and disseminate. We could then build up at ascending levels of expenditure the source and cost of our minimum essential intelligence and the extra which could be obtained for varying budgets. There was general agreement with this suggestion.
