One solution would be for the N.A.T.O. authorities to agree that the basic intelligence appreciation for N.A.T.O. should be revised each year in the autumn, preparations being put in hand for the revision each July. This would enable full consideration and warning to be given, and nothing would be lost if a new report was not, in fact, required each year. It would also be of value if it could be accepted that the appreciations were issued as Standing Group papers and not those of the Military Committee.
