TOP SECRET Appendix Paragraph 1 AIT VICE MARSHAL KINGSTON McCLOUGHRY said that the Air Defence Committee considered the Committee's amendments ### paragraph 1 to be too strong, and they did not agree that the Kremlin would give equal priority to neutralising our atomic bomber bases. BRIGADIER JOHNSTONE pointed out that the Russians would always give the highest priority to their own security. The most effective way of dealing with strategic bomber attacks was to destroy the bases from which they operated.
