CONFIDENTIAL MR. LIDDELL said that the draft report made no mention of the resistance potential in the Satellites. It was generally agreed that, for the purpose for which the report was required, there was no need to include reference to resistance movements in the Satellite countries. The Committee then considered the draft report paragraph by paragraph and certain amendments were suggested and approved. THE COMMITTEE:(1) Approved the draft report as amended in discussion. (2) Invited the Foreign Office when circulating the report for use in their Department, to draw attention to the fact that it took no account of possible territorial adjustments in the Satellites for the political purposes of the Soviet Union.
