TOP SECRET MR. BEAGLEY said that General Jacob had therefore circulated a Minute to the Chiefs of Staff+ proposing the relaxation of their previous ruling to meet these difficulties. It was suggested that Confidential documents need not be marked COSMIC and that that marking should be confined to those tables which the Committee had previously considered to be of particular secrecyx, namely tables 1, 2, 3, 5a, 10, 12 and 12a. In the subsequent discussion members of the Committee expressed their fears that by confining the COSMIC marking only to those tables, other tables containing important information would not receive the protection they deserved.
