TOP SECRET considered that the initiative should come from London. It would be appropriate for the Chairman to write to General Kirkman asking him to arrange for the Committee to be supplied with a report on the Centre, with reasons for the necessity for transferring its functions to the United Kingdom and suggesting a time table for phasing it out. That report should then be discussed by the Sub-Committee on Defectors. There was general agreement with this suggestion. THE COMMITTEE:(1) Thanked Mr.
