CONFIDENTIAL 1. B.B.C. MONITORING SERVICE MR. REILLY said the Treasury had requested that a review of the costs of the B.B.C. Monitoring Service should be carried out. The Treasury were considering a proposal that the cost of the B.B.C. Monitoring Service should be excluded from the grant in aid for the Overseas Service. Whereas the cost of the Monitoring Service had increased steadily, the cost of the B.B.C. Overseas Service, excluding the Monitoring Service, remained more or less static: the result was that more money was being spent on the Monitoring Service to the detriment of the Overseas Service.
