It should be clear whether the list contained all items on which intelligence was required, or those only which were not already covered adequately by overt sources. He thought that the Priority I list as at present drafted was rather too long. pointed out that both M.I.6 and G.C.H.Q. were in regular and close touch with all "customer" Departments, and that this provided machinery for reviewing progress on important targets.
