GUARD TOP SECRET alter their time-table. We played from a very weak hand and could not take unnecessary risks. Calculated risks would always be entertained: the recent deportation of film production staff was a calculated risk which had succeeded. The security of Hong Kong must, however, always be taken into consideration and Communist reprisals could be most serious. For example, if the communists cut off supplies of meat and vegetables, the situation in the Colony would be very grave. That the communists had not already done so was evidence of the value which they placed in the existence of Hong Kong as a Colony.
