SECRET BRIGADIER JOHNSTONE agreed with these comments: the only point of concern being the preparation of roads to the frontier of Yugoslavia. The general impression in the War Office of the situation as regards Yugoslavia was that it had been quieter and less aggressive. It was clear that the Satellite armies were being built up steadily, apparently according to plan. This could, however, be accounted for by a Soviet desire to form a strong buffer between herself and the west and as a strengthening of the Soviet forces generally.
