1. 2. TOP SECRET Special Circulation SOVIET CAPACITY TO INFLICT DAMAGE ON THE U.K. AS A BASE FOR AN ATOMIC OFFENSIVE. (Previous reference JIC(52)60th Meeting dated 23rd May, 1952) THE COMMITTEE considered a revised draft Report+ on the Soviet Capacity to inflict damage on the U.K. as a Base for an Atomic offensive. THE COMMITTEE approved a number of amendments and: (1) Instructed the Secretary to incorporate them in a second revised draft. (2) Invited the Air Ministry to obtain clearance for the second revised draft.
