TOP SECRET 2. PEACE-TIME INSTRUCTION IN THE USE OF CODES FOR PRISONER OF WAR PURPOSES THE COMMITTEE had before them a minute+ by the Secretary covering a report agreed by the Evasion and Escape SubCommittee on peace-time instruction in the use of codes for use by prisoners of war. The Sub-Committee had recommended, inter alia, that codes should be taught in peace-time to selected regular personnel of all three Services. COLONEL CARLESS said that there might be a risk of the codes being compromised in the event of an indoctrinated prisoner of war being converted to Communism.
