SOVIET REACTIONS TO WESTERN PRESSURE ON "SORE SPOT" THE COMMITTEE had before them a minute+ by the Secretary forwarding a copy of a paper submitted by the Foreign Office to the Chiefs of Staff on the subject of Soviet Reaction to Western Pressure on Sore Spots. In discussion it was agreed that the paper was in general an excellent one. It did, however, rather oversimplify the problem and there was a danger that people might be led to expect one of three definite reactions to any given course of action: this was, in practice, unlikely to result.
