CONFIDENTIAL 2. SCALE AND NATURE OF AIR ATTACK ON THE UNITED KINGDOM IN A WAR BEGINNING IN SEPTEMBER 1954. THE COMMITTEE had before them a draft reportθ on the scale and nature of air attack on the United Kingdom in the event of a war heginning in September, 1954, The report had been prepared in order to assist civil Departments in their war planning. LIEUTENANT COLONEL BUTTENSHAW recalled that the object of the report was to enable civil departments to base their plans on one set of strategic hypotheses If they were not provided with material of this sort, each Department would have to make its own planning assumptions, which was undesirable if only because the departmental estimates would all be different.
