TOP SECRET (2) Agreed that there was no important change in the military situation in Korea. (3) Agreed that there was still no improvement in the military situation in Indo-China and that the French might be compelled to evacuate Hoa Binh. If Hoa Binh was evacuated, the French would still have sufficient forces to restore the situation in the Delta. Much, however, depended on the ability of the Viet Minh to maintain pressure. (4) Invited the Director, Joint Intelligence Bureau, to arrange for Major Kent tonattend the next meeting of the Committee, under this item, to present and explain a graph on vehicle sightings in Korea.
