SECRET 1. VULNERABILITY OF CHINA TO BLOCKADE THE COMMITTEE considered a draft report+ on the vulnerability of China to blockade, together with Minutesø by the Secretary, covering the contribution to the report by the Security Exports Control Working Party, with amendments thereto, all of which had been prepared as a brief for use in discussion with the Americans. MR. BARTON said that, while it was appreciated that the report was confined mainly to the effect of blockade on China, nevertheless its effect on Hongkong would be very serious and he suggested that this point should be incorporated in the report.
