SECRET said that it was difficult to assess the intelligence value of 'K' from the preliminary interrogation alone. The fact that he had led a life of crime inside the Soviet Union might be of some propaganda value. Some time would, however, be required to exploit him fully. BRIGADIER JOHNSTONE expressed the following views on the Foreign office proposal. There was, he said, considerable danger in establishing a precedent of bargaining for bodies. Such bargaining had been strongly resisted in the past and once established might lead to future repetitions.
