RESTRICTED 1. PREPARATION OF J.I.C. PAPERS THE COMMITTEE had before them a minute by the Secretary+ covering a minute by the Director of Military Intelligence, suggesting that consideration should be given as to whether there would be any advantage in adopting the form of terms of reference used by the United States Central Intelligence Agency for their appreciations. BRIGADIER JOHNSTONE said that the Director of Military Intelligence had been impressed by the comprehensive nature of the terms of reference issued by the Central Intelligence Agency, as for example, for their report* on Communist Intentions and Capabilities in Asia.
