COLONEL WILLIAMS and GROUP CAPTAIN MEARS said that the War office and Air Ministry strongly supported these views. The original Ministerial decision had been taken at a time when it could not be visualised that we would so soon be planning for a future war, as circumstances had considerably changed since that date. There would be no objection to the volume being issued as a restricted document, which would allow its use by official historians and by members of industries working for the Government.
