SECRET SOVIET AND SATELLITE DEFECTORS (Previous reference: J.I.C.(51) 124th Meeting, Minute 6). MR. REILLY recalled that at, their previous meeting, a draft report≠ on the encouragement and resettlement of Soviet and Satellite Defectors had been discussed, and since it had been apparent that the Ministry of Defence were not able to agree to the setting up within that Ministry of a small coordinating section to be responsible for this operation, he had agreed to discuss the matter with the Permanent Secretary to the Ministry of Defence.
