TOP SECRET In reply to a question, Captain Sarell said that movements of Service Attaches were usually followed and the technique used had improved considerably: it was obvious that the Russians who were used as "Shadowers" were well trained. The practice of following the movements of diplomatic personnel seemed to apply to members of all non-Communist countries, but greater attention was paid to the movements of Service Attaches. Captain Sarell also referred to the unrealistic rate of exchange, charges for rent and the general cost of living as applied to the Embassy staff were ludicrous, and he considered that reciprocal financial measures should be imposed on members of the Soviet Embassy in the United Kingdom; Although he was aware that it would be impossible to impose restrictions on Soviet personnel in the United Kingdom with the same effectiveness as the Soviet authorities achieved in Moscow, he considered that if such restrictions were introduced in this country, although they might not prove entirely successful, odd cases would, no doubt, occur when the movements of particular Soviet personnel were successfully curtailed, and would thus contribute to a possible relaxation of restrictions in Moscow.
