TOP SECRET 1. FUTURE DEVELOPMENTS IN PERSIA THE COMMITTEE had before them a revised draft report+ on Future Developments in Persia. CAPTAIN HILKEN said that in general the paper appeared to him to be too complacent. It did not sufficiently emphasize the danger of allowing affairs in Persia to continue to draft, and the importance of taking firm action in order to secure our interests. suggested that a greater note of urgency might be injected into the paper if the consequences of Persia turning Communist, a course which the report estimated to be less likely than the continuance of the present Government, were described more vividly.
